Instead it uses an installer, two actually one is the map and the second is a patch. The 7-zip file included in this post contains four files, all four must be uncompressed into the same folder. Just like with a SAM you must have the “My Games/Sid Meiers Railroads!” folder empty.  Once you have done these steps simply luanch the exes and install the map.  Note a DOS window will open, do not be alarmed this is simply the program for extracting the files.
