Green Mars - Settlers

Hi. A lot of industries require workers, which come from settlers, but I cannot find where to get settlers? They have the same icon as passengers, but are orange. Can anyone help? Thanks, Ray.

You have to build a Spaceport in Sheffield.
The settlers will be arriving from mother Earth on Spaceships.
