GP38-2w has been repaired

If you was download BB_GP38_2w there is provide EMD_GP38_2W.nif without KFM file as animation driver, so if you notice carefully in game this engine do not have animation, but If you give KFM file for this model is like anothers engines and run this engine so the game will get CTD when you open Round House table to select this train, so to be in need of repair to skinInstance, and I've already done it, now you can use GP38-2W Canadian National on the your map which I fix with 3ds Max 8

This rar below is the correct version of the EMD GP38-2W where have KFM files to driver animation, the rar file below provide installer for this Train, so you just need extract that rar then click icon installer, then installer will copying all files needed by this model and make Global Names XML and RRT_Trains.XML files under CustomAssets\XML folder.
