I'm running Win7 64bit on a Dell computer, Core i7 processor with 12GB of RAM and plenty of hard disk space. I don't think this is a problem. I do have some normal background stuff running and stopping all but the necessary services did not seem to help.
The 3GB Enabler patch has been applied, and verified by looking at the file header, but I'm skeptical about it doing anything. I have a saved game that loads and plays up to a point before the CTD. It does the same thing if I use the original game exe or the patched version. It does the same thing running in XP SP2 or XP SP3 compatibility mode.

I think I fixed it. I was using the confectionery.fpk as one of the industries only I was using it as an “Apparel Plant”, inputting leather and fabric to make clothes. It worked fine until the industry tried to grow to medium size, at which time there was a CTD. I verified this by only running three trains, feeding the industry with both leather and fabric and shipping clothes. No problem until the industry tried to grow. I changed the building from the confectionery to the tannery, keeping the input leather and fabric and the output clothes, and no CTD. I don’t like the appearance of using the tannery model as an apparel plant, so I’ll look for something better.
My guess is there is a problem with the confectionery.fpk that causes this. I’m afraid I can’t make changes to the components of the fpk files, so someone else will need to look into this if they desire.

Am I guessing right that you don't know how to get into the FPK file???
FPK files are used by Firaxis to group together the different graphic components. (We started to call them Assets)
If you want to get into those files you have to brake them open and make the corrections and then repack them again.
Here is the program that Firaxis posted on the Civfanatics Forum:
There are no instructions with it, and very minimal features. You have to experiment with it to make it work.
We have found that repacking (or packing them) is not necessary, as a matter of fact it increases the file size, so many of us just bunch the reverent files into a folder and call it “Assets_Confectionary” and just delete the old FPK file.

I've opened BB_Confectionery.FPK, there is only 1 KFM file (confectionery.kfm), 1 nif file and some DDS files and TGA files and I have not found "confectionery_buildup.kfm", but I did not open all the FPK File.

Got it. I know how to pack and unpack the fpk files but I don't know what the individual files do, for instance the kfm. At this point, I don't need to know that I just need to make sure all the files called out in my railroads.xml files exist somewhere in the fpk files.
I think there may be another one of this type of problem somewhere so I'll have to keep looking.
