Tracks in Citys

Why can't you go 5 tracks into and out of major city's? i tried to in this picture but the trains wouldn't use it.

I only see 4. If it's the fourth that you can't get them to use, there are tricks to that. Of course the easiest is run the track somewhere the other three don't go.

As to an actual 5th, that is prevented by the 'Powers That Be', Firaxis.

Yea it's only 4 I took the 5th one out because the trains never used it.
