If the Industries are placed randomly,
it seems that industries are having a maximum height.
They will not appear on a mountain.
Is there a way to change this???
I thought by setting <bIsMountainous>1</bIsMountainous>, but it doesn't help.
Is there another setting like must be flat or something or maxheight?

ps: are there files i can find all the possible settings for example bIsMountainous etc for all files.
The Master files don't include this

g, for your p.s., do you want to know which resources have Mountains set? There are only two.
There are a lot of mountains around the Pyrenees in the France map, but now that you mention it, resources were (almost?) always on the lower slopes. Although sometimes the graphical parts (sheep etc.) would then be way up the mountain. Shrug.
Conversely, there are of course some cities way up high on the French and Germans maps (Bern, Toulouse, Liechtenstein). And they have industries in them.
I myself usually call items outside cities, "resources" (as in, raw resources), and things inside cities, "industries". For what it's worth. You're not talking about putting an Auto Plant on a mountain, are you?

Interesting concept....The big plants, Caterpillar Tractor for instance, was built 'outside' of the main city, but still had RR in and out. The city just grew around it. Being able to make an Industry into an annex and setting a placement for it might be interesting.
I'm correct 97% of the time..... who cares about the other 4%....
