Nope, I'm affraid there isn't.
If that would be possible, we would have a whole new range of settings to play with.
Currently it's sortof simulated by making bridges (or tunnels) very expensive
so that the player wants to avoid building those.
Track that lies flush on a mountainside still has a normal price though,
no matter how steep it is.
