Looks like the map is now degenerating into a sluggish spaghetti type finale.
I would drop the two conditions highlighted below. Fulfilling the others new conditions already requires some rather inelegant bridge constructions (screenshot). The second net worth condition is boring and probably not attainable under Robber Baron conditions anyway. And to expect the player to engage in large scale reconstruction in the sluggish reaction endphase of a map is inconsiderate.
Dropping these two conditions would result in a very interesting addition to the map database

I taken a step back and eliminated the third phase.
In the resulting scenario have to work all the time about the same.
You can avoid the bridges with tunnels.
