I modified the resources in Hill Valley Rush to include all of them except for Fish. You start off with hauling Passengers and Mail From Village to Village. When it becomes a Town Your Passengers and Mail Increase as Well as the demand for Food is added. When it becomes a City Your Passengers and Mail Increase Even more as well as new demands for Wine, Beer, Clothing and Manufactured Goods. When it finally becomes a Metropolis Everything Breaks Loose and Your Passengers and Mail go through the roof as well as new demands for Gold, Arms, and Autos. This map now makes you think and Plan ahead
The TGA and DDS files are already install on your computer so i figured there was no need to included them and it works fine without them anyways in both Single and Multiplayer.
Install these files under
My Documents\My Games\Sid Meier's Railroads!\CustomAssets\XML\_SCENARIOS_\Hill Valley Rush Custom
You will have to make a folder called "Hill Valley Rush Custom"

I will look in to why its not doing beer...strange I have not had that problem
