I heard the same thing happening to an Amtrak train in Stamford: the conductor had "blown up" & none of the assistants were qualified conductors. After about 10 minutes of "discussion" with the dispatcher (now they call them rail traffic controllers), she agreed to stay with the train & move it out of the station, clear of the interlocking, where they waited for a replacement conductor.
