I got to messing around with the America map and made loads of cash by mainly running a passenger/mail train between 4 cities and putting Terminals on them. It got me thinking,(quit laughing people...) wouldn't it be great, and more of a challenge, if terminals could only go in a Metropolis, Stations in a City, Town or Metropolis and depots in all four? Try it on your own sometime and see what it does. It should make the maps more difficult.
I'm correct 97% of the time..... who cares about the other 4%....

Absolutely.
It can sortof be simulated by setting much higher prices for the Station and Terminal.
I've got them at 250.000 and 1mill respectively.
If you consider the profits they generate those amounts could actually be way higher.

More control over what appears when and how would be good in just about
any part of this game. ;)

I run into this dilemma too. I just eliminate passenger traffic in some of my scenarios. In the last one I made (Rags to Riches) I have only one city that’s capable to receive passengers. The terminals are useful to have four tracks for a station.
You also can change the RRT_Cities.XML setup, to have only the “Metropolisâ€
