A Village takes 41 car-loads of its desired resource to turn into a Town.
This was from a Northeast scenario, Financier diff., solo game approx. 1900. Two different towns were tested; one wanted Oil, the other Grain. The Goods and Food produced were not picked up.
For that game, it took 9-10 years from when I first set up the route, until they became Towns. Both of the resources were Large size and a middling distance away.
A couple of other things (probably already known):
* A Town can grow all the way to a Metropolis, even with only passengers and mail (P&M). There does not seem to be any particular "needs" that are required (Goods, Food, etc.).
* That said, the number of deliveries does seem to matter. So a place getting P&M, Goods, and Food will grow a lot faster than somewhere only getting P&M.
