Tropico any one?

For those who do not know it Tropico is a city building game with a much more involved economy vs sim city.
The original Tropico was made by Poptop, the same guys who made RT2 and RT3. It was followed by a Tropico 2 that we shall not speek of. And a few years back another studio did Tropico 3, in correct re-make fashion it was essentially Tropico 1 with updated graphics and some of the tedious-ness fixed.
A Tropico 4 is oming out next month so I decided to re-pla the original.
Has anybody been able to beat the 'earn 2 million from cigars' campaign mission? I lost twice and the second time I was even worse off than before!
