Creating a TGA file

I was wondering if any of you here know how to create a TGA file? I am trying to make a TGA of either the East Coast of the US or one of just Virginia, West Virginia and North Carolina. Any help is greatly appreciated.

Two other things to be mindful of, the various segments are stacked 'vertically', so your image will be 7 times as tall as it is wide, and make sure that there is no alpha channel.
