The first place I would suggest is to head over here: http://smr.atani-software.net/ and download & install the SMRI modpack. This will give you 20 new scenarios and also the basic set of required "mods" for most of the other maps on this site.

Only Fraxis' 1.10 patch is needed since its the newest. But anyway you should now have everything you need so go play SMR!

Uninstall SMRI, remove all directories under My Documents\My Games\Railroads (name may be different, depends on your installation). Then reinstall SMRI.

SMRI includes the Holiday (santa) scenario from Firaxis.

The problem you are likely encountering is related to the installation order of the addons. Installing the Holiday scenario from Firaxis (or otherwise) will cause problems with custom maps due to how the game works with regard to the CustomAssets tree.

After removing things via Add/Remove programs you must go in and remove any left overs. Some uninstalls are really bad about leaving some pieces behind. SMRI does attempt to cleanup after itself but some pieces are a little harder to clean out than others...

From my post a few above:
Uninstall SMRI, remove all directories under My Documents\My Games\Railroads (name may be different, depends on your installation). Then reinstall SMRI.
Except instead of just uninstalling SMRI, uninstall any additional mods you may have applied and then remove all other files in the directory referenced above.
