Yes and no... I've had that happen when changing a trains route, certainly, but I've also had it happen when I've a) added a second train that uses some of the same track or b) added track to solve a routing issue...
what's really irritating is that its not always the train that you've just added or 'rescued' that then shows this behavior, but often one of the other trains that use the modified section of trackage.
