this may sound too simple (or you already tried it), but i was having this issue *just* like you after a fresh re-install of Railroads. What happened was, i had not updated to the 1.1 patch. Those options showing up in the "Game Options" are linked to the 1.1 patch. Once you patch, they should show ...
