Try this tested Sam map, note you need to regester and you will need a isp email account to regester not a free hotmail etc.

Make sure your map folder is empty

Thats correct sorry just got back to my pc and xml dont have folder locations as mentioned by Warll def try the new SAM maps.

That's a good point if the game runs the standard maps ok ignore the folder names issue however you may / or will need to edit the custom map XML"s to make sure they point to the right folders shouldn't be to hard as a free good XML editor wil have find and replace. Still confused why it's has done ...

Win 7 64 I use with no issues just re install and check you have the patches and maps in the right folder etc

Did you get it sorted? sounds like a reinstall or download the patches to make sure its patched. Check the wiki you need things like the tender mod as well for some maps. Still a issue advise what have you installed, patches and what map. Try a SAM map instead. Wont be a Windows thing unless you are...
