Do you have the .Net Framework 2.0 installed? If you do, do you have the Railroads Scenario Manager.exe.config file in the same folder as the exe?

The issue is that you haven't added the Fromagerie industry to the map. If you add this industry to the map then you should see dairy farms scattered around.
