First I created an archive with all the maps and put it here (Assets \ XML). Not all maps start. And there should be no more than one map. If I want to change it, I just delete it and unzip a new map in its place. Also some maps (only some) are launched from here – Assets \ XML \ _SCENARIOS_. – the translation was made through Google.

This way achieves the same goal. You are correct though that rerunning that game would allow skipping of the third step.

The “My Games\Sid Meier’s Railroads!” folder ought to be completely empty.
To achive that:
Delete the:C:\user\users\“My Games\Sid Meier’s Railroads!” directory completely.
Start a new stock game, that will create a new C:\user\users\“My Games\Sid Meier’s Railroads!” directory that will be absolutely empty.

That’s what we been doing for the past year or so. So let’s not change it
