Translation/localization?

Hi! First post here! 
Is it possible to translate/localize the game into different languages, in my case Swedish? I guess the translations are stored in the str_DEU.STR (of whatever language) file in the folder C:\Program\2K Games\Firaxis Games\Sid Meier's Railroads!\Assets\Localization, but how do I open this type of files for editing?
