EDIT: 4/03 Okay I fixed the XMLs by using the US East XMLs since this appears to be an early version of that map.
EDIT #2: Had a typo in the Scenario XML.

Hey guys, don't know if someone has played with this before but I found a TerrainMapAll.tga file in the <install folder>\Assets\Terrain\Heightmaps and it's a really nice map. Don't know what it's for or why it was in there. It needed to have a Rock Map tile added and the Tint Map was all green so I changed that to white. Someone should make a Scenario for this as it's a really sweet looking map.
