That would explain it. But no, I don't think it was the case. Rather, I was producing steel in one of them, shipping to the other town which had both steel mill and bomb factory. But who knows, maybe an opponent was producing steel there and i didn't notice. It is indeed a logical explanation for what happened to me, I'll pay closer attention next time. I imagine there's confusion on my part somewhere.
