Patch "1.10" fails to load in Win 7 32 bit

The game is fully installed with default folders but when I launch t he patch file it says the game is not installed!?

There must be a way around this. Yes, no?

Where did you buy the game? Some reissues already have the patch in the initial installation.
Most reissues have a technical support page with FAQ.
This is the starting screen with the correct patch number.

If this is not the case try to get a no-CD crack and replace the Railroads.exe.
