Atani has been rather busy lately but I have put in the request for an installer. If you want to post your Global files (RRT_Trains.xml, RRT_TrainCars.xml, & Names_<lang>.xml) I will see if I can find anything that might be causing you heartache.

The map installers can be had in the Wiki Custom Map section.
And you're right about the Holiday Scenario issue. I will make an update to the Wiki.

If you have the other Europa map installed (by tomasvicente) you may get a conflict.

Is there any way to limit or specify the industries allowed to be built on empty lots in a city? Yes, it's all about what is listed in the RRT_Indutries_<scenarioname>.xml file. As snoopy said the game is limited to 12 displayed on the screen. Some research has been done as to how and in what order...

I have mine set to 1024. It sort of depends on the amount of RAM you have. I have 2 gigs so I only use 1024. If you only have 512 or 1 gig then you might want to use 2048.

If you download the actual installer for a map that will give you the best chance for success. The Wiki page is the best place to get maps. You should have at least a gig a RAM
A good sized static swap file
Minimal programs running in the background

The Tender Mod is fine by itself and is not the issue. The problem comes in if you have a <RRTTenderCars> section in your RRT_TrainCars_<scenarioname>.xml file.
