I agree with choo....you don't buy the "weakest opponent" no, NEVER. You always buy the strongest. And there's no rule except do what you need to to win. Ya, it's a problem. I see it as a glitch as I haven't seen this problem with any other resource. To avoid this, simply follow this rule:
Never build a war factory in a city that already has a steel factory.

Exactly, you can own the industry, ie the factory but not the rights of shipment in or out. To make up your own rules is fine....but to expect other players to know and/or respect these rules that run CONTRARY to the game is a bit self absorbed and ridiculous. Why not just learn how to play the game...
