bringing an engine out of retirement for this one - the ATSF F3A and F3B number 31C.

I have spent the last couple of weeks testing. I've gotten about as far I can and I am now turning to map work. Lots to do. Once I get the physical map where I want it I have to build the event files. Still plenty to do but I'm getting there.
